To file a violation report
Use the Report a Violation form rather than email. The form captures GPS, photos, building-age information, and the applicable compliance era automatically, and gives you a reference number so you can follow up.
To file a complaint with the U.S. Department of Justice
The DOJ handles formal ADA complaints directly. No attorney is required, the form is free, and you can do it in your own language. Start at civilrights.justice.gov. This site is not affiliated with the DOJ and a submission here does not open a DOJ investigation.
If this is an emergency

If you are in a building where an accessibility problem has created an active safety hazard — a blocked exit, a malfunctioning elevator with someone inside, a collapsed ramp — contact the property manager on site and, if appropriate, your local fire or building department.
